You will:

  • Design cohesive data system solutions from source to production, analytics & support and APIs. With business continuity (backup & restore, resiliency, high availability and disaster recovery), compliance (CDDR, RTBF etc) and security considered as standard.
  • Ensure solutions designs are technically feasible and can deliver against business SLA’s.
    • Build and facilitate the creation of reusable archetypes (e.g. acquisition, ingestion, streaming, flat file, intra-day, daily etc). Offering guidance on how the archetypes can be used and evolved based on use cases.
    • Designs efficient, cost effective solutions, across on-prem & cloud across the whole pipeline from source to production, analytics & support and APIs, undertaking capacity planning across all systems while generating  “Total Cost of  Ownership” forecasts with reconciliation between design versus actuals.
      • Works with Tech Analyst and entire Squad to support best practices, ETL, and data pipeline development and architectural patterns.
      • Leads on technology incubation capabilities, to support use cases and new technologies, working with Data Engineering, DevOps and Operations.
      • Working with the squad to estimate the cost of change (Gate 0, Gate 2 etc.)

 You will have:

  • Seen as an expert within the technical components of the domains/products/journeys.
  • Appreciation of full-stack engineering with a passion for leading & mentoring teams.
    • Experiences with code refactoring, design patterns, design-driven development, continuous deployment, highly scalable applications, application security.
    • Hands-on experience working with open-source analytical technologies like R/Python, TensorFlow and/or BI tools like Tableau/Power BI; Cloud analytics platform experience.
    • Ability to phase the delivery of analytical solutions such that it can meet immediate needs while building towards the long-term strategic solution.
  • Understanding of holistic enterprise architecture and the interplay of analytical components with enterprise foundational components (data architecture/governance, security, etc.).
  • Ability to effortlessly switch gears from summary view for leadership to hands-on discussion with practitioners.

About Smart DCC

Smart DCC Limited (DCC), a wholly owned subsidiary of Capita plc, was awarded the Smart Meter Communication License by the Secretary of State for Energy and Climate Change on 23 September 2013. DCC is a special purpose vehicle created to carry out the Authorised Business of the License, which is primarily to establish and manage the smart metering communication service for Great Britain.

In 2016, DCC launched the data communications infrastructure to enable the nationwide rollout of 53 million electricity and gas smart meters by 2020. Smart meters represent a once in a generation opportunity to transform the energy industry. The rollout of smart meters will help consumers to better understand and manage their energy usage and to make better informed decisions about how they buy their energy. Accurate, near real-time information captured by smart meters will support the energy market in becoming more responsive, efficient and flexible.

The DCC smart meter communication service is a crucial enabler for the energy industry. The service will allow suppliers to install meters in every home and small business across Great Britain. Funded by the energy industry, the DCC network will connect smart meters to the business systems of energy suppliers, network operators and other authorised Users, such as third party intermediaries. It will offer a secure, consistent service for all energy suppliers and avoid the complexity and duplicated costs of energy suppliers procuring their own networks. It will provide the information that will enable Users to develop innovative new services and products.

In its role as programme and service integrator, DCC is responsible for designing and implementing new services which will form the platform for a transformed energy industry.

About the role:

The Lead Security Architect will provide support to the Head of Security Architecture and the CISO to drive security initiatives within the organisation and to improve enterprise security improvement, standardisation, efficiency and innovation.

The Successful candidate will lead and mentor the team of security architects, based across all Smart DCC sites, and ensure that the wider design community understand the security principles we adopt and how they are expected to be followed.

This role will be accountable for the development and maintenance of the Enterprise Security Architecture and supporting risk assessments such that any changes or initiatives can be assessed against the baseline, also the Security Lead will influence the end-to-end architecture to ensure that security controls are developed and assured in a manner which provides traceability to the operational and regulatory requirements.

Key Accountabilities:

  • Develop, policies, procedure, document and embed the Security Architecture within the end-to-end development and assurance process ensuring compliance with external requirements and integration with the broader functional policy framework.
  • Conceptualize elements of security strategy to ensure that security outcomes within Design, Test and Operations are clearly defined and measured. Develop approaches to programmatically deliver successful outcomes and compliance.
  • Identify and manage stakeholders to engage with our customers, partners and other stakeholders to ensure that requirements are understood, and security controls enable those requirements to be met.
  • Develops and delivers multi-mode communications that convey a clear understanding of the unique needs of different audiences for example to represent DCC Security at industry or Government lead committees. Makes sense of complex, high quantity, and sometimes contradictory information to effectively solve problems to ensure that all changes to the solution are appropriately assessed for any security impact.
  • Consult on all other technical security aspects of the Smart DCC programmes and support the Smart DCC Security Team to drive excellence. Knows the most effective and efficient processes to get things done, with a focus on continuous improvement.
  • To analyse changes in the threats and/or business requirements that may impact the effectiveness of the security controls with the Smart DCC system
  • Anticipates and adopts innovations in business-building digital and technology applications. Maintain awareness of leading technologies and products to help delivery innovation, efficiency, and quality within the security solution.
  • Uses comprehensive knowledge and skills to act independently while guiding and training others on maintaining the security, integrity, compliance and continuity of systems and services.

The Role

Key projects to be delivered across 2019/20 will include the continued integration with Manchester Local Care Organisation, Data Centre migration and the underpinning enabling projects across Networking and Security, new telephony services, a new CRM, end user compute strategy and Windows 10 upgrade and a new Social care System.
You will be part of a team, reporting directly to the Head of Enterprise Architecture, of 2 other experienced Enterprise Architects and managing a pool of dedicated Business Analysts supporting and advising the Council's business units with technological change within Manchester City Council. It is essential that the Enterprise Architects has extension people management skills as well as a proven high level of technical expertise.
This is a high-profile role which represents a unique opportunity to take accountability for a significant function in MCC's ICT department. You will be helping MCC achieve its strategic objectives, shaping the forward view of ICT and ensuring investment is linked to long-term MCC strategy.
You will;

  • Line manage and be responsible for the development of the department's business analysis function
  • Support strategic interface to Council's business units via the Heads of IT to ensure that the ICT strategy is aligned with the business strategy, and the business units' business plans are ICT-compatible

Experience Required:

  • Experience of enterprise architecture, including the following disciplines: business analysis, applications/systems engineering, data/information architectures and technical architectures.
  • Experience of system architecture development, portioning of functionality among applications and components and applications interfaces/ interoperability concerns.
  • Practical experience of one or more architecture frameworks and any associated architecture development methods, including TOGAF certified or equivalent.

You will:

  • Design cohesive data system solutions from source to production, analytics & support and APIs. With business continuity (backup & restore, resiliency, high availability and disaster recovery), compliance (CDDR, RTBF etc) and security considered as standard.
  • Ensure solutions designs are technically feasible and can deliver against business SLA’s.
    • Build and facilitate the creation of reusable archetypes (e.g. acquisition, ingestion, streaming, flat file, intra-day, daily etc). Offering guidance on how the archetypes can be used and evolved based on use cases.
