Bitcoin of America is seeking a Chief Technology Officer (CTO) that will provide management and oversight of the company’s IT development initiatives and infrastructure. Responsibilities

Qualifications

  • BS degree in Computer Science, Engineering or equivalent field
  • 5 years of hands-on software development experience or 7 years of management of software development teams 
  • 3 years DevOps or IT Ops experience
  • Technical Blockchain and Bitcoin core experience required
  • Full stack experience work with databases, servers, systems engineering, and business and client analysis
  • Experience running enterprise level solutions required
  • Expertise in Java/JVM software tools/technologies, common back-end languages (perl, Python, PHP, etc.), mobile development (Swift, C#) and databases (MySQL, SQLServer, MongoDB, DynamoDB, etc.)

  • Managed the financials and capital structures of a company in the fintech/crypto space involving many cross-currency transactions is highly preferred.

The QED Group is seeking a Chief of Party candidate for the upcoming USAID-funded Colombia Strengthening Together Activity. 

 

This anticipated project will assist USAID/Colombia with enhancing local partner organizations’ development impact by improving their operational functions. The support provided to local partners will seek to increase their financial sustainability; internalize a Collaboration, Learning, and Adapting (CLA) approach within each organization; improve messaging and outreach; to make an effective transition to self-reliance in line with USAID/Colombia’s draft 2020 – 2025 Country Development and Cooperation Strategy (CDCS). The Activity will offer goods and services at regional hubs such as Bogotá, Medellín, and potentially one more city in the Pacific region. This will help bring together local partners from different locations with distinct geographic focuses.

 

We are seeking a qualified Chief of Party (COP) to lead this anticipated activity to be full time and based in Bogotá, Colombia for the duration of the Activity. The COP will be responsible for overall activity management, quality and timeliness of deliverables, external representation, and coordination with the Client. The COP will provide a strategic vision for managing the program and will oversee activity tasks to ensure quality work and compliance with contractual obligations and results. The COP is responsible for the quality and performance of work that is performed by staff and sub-contracted to partners.

 

This position is contingent on QED being awarded this project.


The Chief of Party (COP) will lead and manage QED’s efforts in the field to achieve the program results. They will provide vision and overall leadership to activity operations; drive the achievement of program results by ensuring the provision of timely, relevant, high quality services; facilitate the intended mutually supportive relationship between QED and the client; serve as the primary point of contact with the client on day-to-day program implementation and management issues; supervise the work of all staff and partners assigned to tasks under the program; ensure timely, accurate and user-friendly reporting on the progress and status of all services provided under the program; and ensure compliance and integrity of operations.

 

Program Management of Planning, Implementation, and Monitoring Activities

  • Define, gain consensus, and redefine the vision guiding implementation; identify and pursue targets of opportunity
  • Develop a work plan with team members and initiate work plans’ implementation
  • Direct and monitor execution of activities within the work plan, ensuring that there is consensus on project objectives; that activities are performed to a high professional standard; and objectives are met
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments
  • Schedule regular meetings with the project team as a vehicle for guiding the project
  • Allocate/reallocate contract resources, manage project budget, and ensure financial health for the project

Essential Duties/Tasks and Responsibilities:

  • At least 5 years of experience managing Third Party Monitoring (TPM) projects, or large-scale Monitoring and Evaluation (M&E) support projects.
  • At least 5 years of experience providing technical guidance on food security, income generation and diversification, maternal and child health nutrition, WASH, conversation agriculture, value chain, natural resource management, disaster risk reduction, and/or youth and gender engagement.
  • Previous experience conducting quantitative and qualitative field research in the emergency setting.
  • Supervisory experience, including technical and administrative management of subcontractors.

Scope and Objectives

The Kaizen Company is seeking a prospective Chief of Party for an anticipated USAID/Colombia Strengthening Together Activity. The activity’s primary purpose is to enhance USAID/Colombia's local partner organizations’ development impact by improving their operational functions. It will work on increasing organizational capacity, internalizing CLA (collaborating, learning, and adapting approach), and improving messaging and outreach. This Activity will contribute directly to Colombia's journey to self-reliance as local development actors play a fundamental role in the country's transition.

Responsibilities:

  • Provide strategic vision for project technical approach,
  • Responsible for making implementation decisions, and any required changes at the direction of USAID/Colombia and in close coordination with Kaizen Home Office.
  • Providing strategic vision and overall leadership for activity implementation and management, supervises the work of key personnel working on the project.
  • Develop and provide tailored technical assistance and trainings to improve local implementing partners’ management systems.

Requirements:

  • Advanced degree in political or social science, international development, or a related field.
  • At least 10 years professional experience in development managing organizational strengthening activities, and capacity building with local organizations. 
  • Demonstrated ability to establish productive relationships with senior government officials, theprivate sector, civil society, and donor community,
  • Proven leadership in the design, management, implementation, monitoring and evaluation of similar-sized donor-supported programs. 
  • Previous work experience in Latin America and Caribbean, with at least 5 years of in-field project implementation experience.
  • Skills in high level strategic visioning and leadership, preferably with experience in managing complex activities involving coordination with multiple partner institutions.
  • Fluency in written and oral Spanish
  • Strong communication skills, in written and oral English.
  • Strong interpersonal skills and ability to successfully convene diverse, multidisciplinary groups. 

Preferred Qualifications

  • Previous experience managing US Government-funded programs of similar scale and scope, including particularly USAID programs.
  • Successful experience working in Colombia, highly preferred.

  • Manage software development tasks associated with developing, designing or debugging software applications, operating systems, and databases.  Build enhancements within existing software architecture with a focus on future improvements of architecture
  • Direct strategic development, management and deployment of software development and QA resources
  • Leads and provides day-to-day software, network infrastructure, and security 
  • Leads the selection, implementation and production operation of the business’s software applications and services
  • Ensures consistency and maintainability of infrastructure environments through the creation, maintenance, and enforcement of well documented standards and procedures for the implementation of technical solutions

Qualifications

  • Full stack experience work with databases, servers, systems engineering, and business and client analysis
  • Experience running enterprise level solutions required
  • Expertise in Java/JVM software tools/technologies, common back-end languages (perl, Python, PHP, etc.), mobile development (Swift, C#) and databases (MySQL, SQLServer, MongoDB, DynamoDB, etc.)
