The Information Services Division at the City of Beaverton has two openings in the position of Business Analyst Programmer (BAP). The Business Analyst Programmer (BAP) is responsible for the analysis, development and implementation of strategic information systems to improve operational flow and to improve customized, internal and external business applications.
The BAP positions require extensive knowledge and experience in SQL, C#, XAML, WebAPI, ASP.NET, JavaScript, and MVC development; practices and principles of database structures and design, business process analysis, business applications; skill in conceptual analysis and application development and implementation; ability to participate on a team, establish and maintain effective working relationships, make presentations and develop reports that may include technical information.

Genesis10 is currently seeking C# or Java Developer for a position with an Industry leader in Energy, Tulsa, OK.
Job Summary:
This position will be on the team that supports Gas Measurement Systems.  The candidate will be assigned to a very well-rounded experienced team. The current team consist of multiple Sr developers that this person will be working with. They would like someone with around 2-5 years of experience that comes in with the technical developer skills, but also has some business analyst skills with the ability to work well with other people in a team environment.
The main skills for this position will be Strong SQL with a C# or Java development language background. Oracle Sybase SQL is what they will also be working with. If they have SSIS experience that will stick out, but not a must. This person could also get exposure to cloud technologies, but that might not come until later projects. For now, they will be providing mostly support for Flowcal, which is the current gas measurement system that is used. This person needs to understand that this position will not be a lot of new development and will not be working on mobile projects.
There are other teams that handle those projects. This team supports one of the most important applications the company uses and generates a lot for the company. This position can only sit in Tulsa. No option to sit 100% remote or in another office. The entire team sits in Tulsa.
Responsibilities:
Overall: Under general direction, formulates and defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debugs, and documents those programs. Competent to work at the highest technical level of all phases of applications systems analysis and programming activities. May be responsible for completion of a phase of a project. Regularly provides guidance and training to less-experienced analysts/programmers.
Build strong relationships with Leaders in the _Measurement, Scada and IT_____ areas
Works with _IT Project Managers to provide input for charters, business requirements, project estimates/schedules and test plans.
Analyzes and develops short- and long-term solutions for information Technology (IT) needs through developing new and modifying or adapting existing applications. Provides on-going support for the Measurement applications environment.
Coordinate with users to determine IT requirements. Reviews system requirements and business processes; codes, tests, debugs and implements software applications. Translate business requirements into technical specifications to formulate technical solutions that conform to best practice standards
Participates in software releases/upgrades
Participates in requirements gathering, user acceptance testing, making recommendations based on information collected
Provides information technology advice and services to internal clients.
Ensure maintenance, development and enhancement of existing application systems meets the organizational business objectives and Information Management standards
Remediate application system issues through appropriate troubleshooting, Incident, Change and Problem management standards using Service Now

The Role

Description:
The Business Analyst/Test Lead will be responsible for planning and conducting a wide range of testing functions to ensure that all applications and processes meet organizational standards and end-user requirements. This role is expected to perform test planning, test design and test execution, track and report status and ensure that the testing covers all end user requirements. Partners with line-of-business teams, application teams, project managers, and others to provide a consolidated perspective of testing activities across projects to aid in managing and mitigating testing risks and issues.
The Business Analyst/Test Lead will lead and support the test effort across multiple projects. This individual will join a group of 10-15.
Skills:
* Design and execute test plans, scenarios, scripts and procedures.
* Review and understand business requirements; map the requirements to relevant test cases to ensure adequate test coverage.
* Coordinate and manage user or third party testing, including UAT.* Track testing by test scenarios, test cases and test steps. Report on these items.
* Develop testing strategies that address areas such as database impacts, software scenarios, regression testing, negative testing, error or bug retests, or usability.
* Manage software defects tracking, reporting, follow-up, using a bug tracking system, and report defects to management.
* Define and perform regression testing.
* Monitor bug resolution efforts and track successes.
* Plan test schedules in accordance with project scope or delivery dates.
* Review software documentation to ensure technical accuracy, compliance, or completeness, or to mitigate risks.
* Test system modifications to prepare for implementation.
* Collaborate with developers to evaluate or diagnose problems and recommend possible solutions.
* Define and report to management on test metrics.
Requirements/Qualifications:
• Leads project/subprogram level test planning sessions.
• Creates project-level test status reporting including reporting for leadership.
• Provides subprogram-level test status reporting and summary level metrics.
• Leads project test status meetings and topic calls.
• Coordinates test sign-off approvals.
* Bachelor and/or graduate degree or equivalent experience
* Experience in testing software and developing business requirements for internally built and vendor purchased systems
* Expertise in test planning, troubleshooting, debugging and problem solving; and with ability to come up with comprehensive test cases
* Strong spirit of innovation, self-starter, independent. Ability to self-start and work with minimum direction is critical
* Ability to work and participate in a team setting with an open, collaborative communication style, partner effectively cross-group
* The ability to manage multiple priorities and deliverables concurrently
* The ability to take a broad view of the system as a whole
* Passion for quality and attention to details

  • Generating Discovery meetings and document final solutions for customers and provide Knowledge transfers.
  • Providing product feedback to Qlik Product Management.
  • Playing an active role in the sale process providing technical support.
  • Analyzing customer requirements and develop proposals of technical solutions.
  • Providing onsite customer mentoring and professional services.

You will be successful if you are

  • Bachelor equivalent mandatory.
  • Business level English mandatory.
  • 5+ years’ experience of software implementation.
  • Multiple years of experience with QlikView or Qlik Sense.
  • Must be willing to learn and adapt to new features and functionality with evolving products.
  • Comfortable working in Agile development environments.
  • Must be self-managed, responsive, and dedicated to exceptional customer support.
  • Strong hands-on experience with relational databases and data modeling.
  • Experience of BI tools and/or enterprise type (ERP, CRM) applications.
  • Experience developing web-based apps with complex JavaScript interaction with web services is preferred.
  • Source code versioning / control systems, code branching and merging practices.
  • Mobility – up to 30% of travel time required.

The Information Services Division at the City of Beaverton has two openings in the position of Business Analyst Programmer (BAP). The Business Analyst Programmer (BAP) is responsible for the analysis, development and implementation of strategic information systems to improve operational flow and to improve customized, internal and external business applications.
 
The BAP positions require extensive knowledge and experience in SQL, C#, XAML, WebAPI, ASP.NET, JavaScript, and MVC development; practices and principles of database structures and design, business process analysis, business applications; skill in conceptual analysis and application development and implementation; ability to participate on a team, establish and maintain effective working relationships, make presentations and develop reports that may include technical information.
 
The primary focus for these positions will be supporting, enhancing, and developing web-based and desktop applications. These positions may also work with third-party vendor applications and integrations. In addition, business process analysis will be a fundamental part of these positions.

Remote work may be available given certain conditions or circumstances.
