Role Title: Operational andResilience Risk, Change Oversight Senior Manager

• Global Operational and Resilience Risk is a sub function of the Group Risk function. Its purpose is to make sure HSBC understands, and is in control of its non-financial risk position. In addition, the function provides resilience risk stewardship to the global businesses, functions and entities we operate in.
• The role holder will work within the ORR Change Oversight team and will have responsibility for:
• ProvidingChange Oversight for cross-functional/ cross-business Global Change Initiativesto ensure that the NFR impacts associated with the Change are identified,assessed and managed such that the Change can be implemented safely. This includes providing Resilience RiskSteward input, in partnership with the Resilience Risk Specialist teams whererequired.
• Workingwith Group Transformation to design and Implement the portfolio metricsrequired to monitor adherence to the Change Management standards and to formthe NFR impacts associated with Change. This should consider both tacticalmeasures and the roadmap to strategic solutions.
• Undertakingqualitative 2LOD analysis of Change Delivery reporting, targeted deep-dives andprepare opinion papers on key risks identified that will be presented throughapplicable internal governance and drive actions required.
• Supporting the definition and developmentof enhanced tools and guidance required to support the identification andassessment of NFR impacts associated with Change Programmes. This includes preparing guidance and deliveringthe training required to support adoption of revised tooling by both 1LOD and2LOD as well as working with Risk Stewards and the Business Transformation. The roleholder will also support the reviewand propose enhancements to the Business Transformation Framework and theunderlying processes and procedures required to support its consistentapplication across the Group.
• Working with key changemanagement stakeholders in HSBC including, Group Transformation, relevantProgramme Managers and Sponsors; Operational and Resilience Risk teamsincluding Resilience Risk Specialists and the Risk Steward community.

• Increasing understanding of change managementrisks in the 1LOD and how to proactively manage them such that change isdelivered safely and sustainably by the Businesses and Functions.
• Ensures that the framework is in place suchthat the NFR impacts of Change are identified, assessed and managed prior togo-live.
• Delivers opinions on the risks posed by theChange Portfolios
• Manage and maintain close oversight on NRRrelated incidents arising from Change implementation.
• Maintaining on-going visibility of keyinitiatives and helping ORR prioritises its oversight according to risk
• Liaising with all Business and Function Headswithin ORR

• Influence anddirect Transformation teams, Change Initiative Sponsors and Risk Stewards to fulfilroles and responsibilities and manage non-financial risk and resilience riskaccording to the Group’s frameworks and within stated appetite
• Deliver fair outcomes for our customers andensure own conduct maintains the orderly and transparent operation of financial markets as changes are delivered
• Manage the relationship with other ORR teams

• Work closely with GB / GF management to aid them to manage their NFR risk impacts arising from Change.
• Collaborating effectively with SMEs from across the function and other Risk Steward areas to ensure that Risk arising from Change is proactively escalated and managed.
• Understand and communicate a clear vision for Change Oversight to stakeholders that is aligned to the overall HSBC vision, values and goals
• Challenge and influence to ensure how we manage and quantify our risk exposure arising from Change
• Promote an environment that supports diversity and reflects the HSBC Brand

• Support the development of enhancements to the Change Management Framework to ensure that the Bank effectively and efficiently manages the Risks associated with Change to effectively deliver HSBC’s strategic goals.
• Partner with business Leads across 1LoD globally to identify, measure, mitigate, monitor and report on NFR risks arising from Change
• Ensure key non-financial risk reports adhere to requirements of Enterprise Risk Framework and escalation routes operate for top and emerging non-financial risks to reach appropriate Risk Management Meetings and Change Management Governance

• Building effective working relationships with stakeholders,operating with influence to ensure that NFR risks are managed through theexecution of Change.
• Maintaining a commercial understanding withoutcompromising standards of internal control and organisational risk appetite aswe seek to execute change at pace.
• Adapting quickly to changing situations andinfluence strategies with practical, effective commercial solutions through acomprehensive assessment if the non-financial risks are perceived to exceedappetite and also aid in the mitigation of risk exposure by using theirknowledge, experience and proactive engagement with other Risk Stewards andResilience Risk Specialists.
• Maintaining independence of thought and lateralthinking to assist in optimising the level of business control and maximisingefficiency.
• Embedding and optimising the new ORR structureand change oversight service by extensively reviewing and improving existingprocesses

• Reporting to the Global Head of Business and Strategic Transformation Oversight, the role holder will be part of a smaller Global Change Oversight Team that will work across the ORR Structure to ensure that the function provides change oversight across the most material change initiatives being deployed across the Group.
• HSBC serves the needs of retail, corporate and institutional clients delivering innovative and integrated financial solutions. The Risk function discharges oversight on the management and monitoring of financial and non-financial risk by the businesses and their support functions.
• The importance of non-financial risk and control has increased in recent years and is now the most influential subject for senior management, boards, and regulators. An organisation’s ability for effective identification, measurement and mitigation of non-financial risk will have a significant impact on the achievement of strategic objectives.
• At a time of rapid change across the organisation, the management of the NFR impacts of Change alongside Change Execution Risk is critical to ensuring that change is delivered efficiently and effectively, generating expected customer and business outcomes.

• The role is not expected to have any direct budgetary or line management responsibility

• Responsible for ensuring awareness of the operational and resilience risk impacts associated with the role and must act in a manner that takes account of operational risk considerations.

Observation of InternalControls

• Theroleholder will adhere to and be able to demonstrate adherence to HSBC internalcontrol standards. This will be achieved by adherence to all relevantprocedures, keeping appropriate records and, where appropriate, by the timelyimplementation of internal and external audit points, including issues raisedby external regulators.

Knowledge &Experience / Qualifications

• Have extensive expert and extensive Non-Financial Risk knowledge to face off appropriately to the different risk managers in the Group and also external parties. Recent experience in resilience risk management key controls and processes preferred.
• Have prior Transformation and change programmes experience, either in a 1LOD or 2LOD capacity
• Experience in dealing with complex matters by adopting a pragmatic approach, identifying core requirements and translating them into a clear set of required activities that address the problem essential
• Knowledge of the major areas of a Global Bank that can span retail, commercial or investment banking products and processes with Strong understanding of the Risk characteristics of key products and channels.
• Have excellent communication skills to be able to build relationships with key internal & external stakeholders and be able to challenge and influence their decisions
• A change agent who is not afraid to change the status quo in order to drive Group strategy
• Business fluency in English
• A BA or BS University Degree, advanced degrees preferable, (e.g. MBA, MSc, PhD) in relevant discipline
